He probably traded his Confed Cruiser in for a shuttle, which isn't cheating... Although using ResEdit to make Matt's shield level at "1" is.
You lie! The maximum amount of escorts allowed is 6. No more. If you have 6 and go into the spaceport bar, the 'hire escort' button is gone. If you board a ship and try to capture it, then it will say you already have the maximum number of escorts. And don't kill Matt Burch - what did he ever do to deserve it?

It is possible to have more than 6 psudo-escorts. Far starters you get a bunch of freigters (oh the joy) when escorting a convoy and the Confeds do sometimes sent ships with you on missions. Also if you buy a ship with fighters, launch them and then buy a new ship you can get an infinite number of escorts (never heard of the Confed Cruiser Bay though). This was how I dominated Earth, Mars, Luna and Stardock Alpha (and every other spob except Atropos). Its not quite cheating (though its smells strongly of cheese).
