Ok, so the Cruiser in any plug or even in the original game Ev can whip ass but, most of them can beat any other civillian ship but, what kind of Cruiser do you think would be the best? In strength, weapons, outfits, and above all the shield.

If you're looking for pure shields. The Confed cruiser is the way to go. However, it is a bit bulky and I can say that I've beat a Cruiser many a time using the superior Rebel Cruiser, with inferior shields but quicker movement and better range.
