Is it possible to get a arrested without doing a single mission.

In Uplink, you don't need missions to hack things. You can just mess around with systems having fun and never do a mission... and get caught just as quickly.
There's also the slight chance that you'll get framed without having done anything.
It is possible to happen due to NPC hackers. One in every couple of million games will have you framed at the start.

Yes I hadn't done anything no hacking at all, and was caught.
