I was looking at the OBW, ninth kingdom, whatever you want to call it website, and I noticed a screenshot of a circuit city level, im assuming the wird texture was made by the ninth kingdom team, is it availabale to download anywhere?

It's not yet available to the public. However, I think by not releasing all our The Ninth Kingdom's cool tricks and MASCOT discoveries, we're not enhancing the Ferazel community. But I don't want us to release an unfinished world either. I really don't know what to do. If you really want to see how we made the tileset for Circuit City, I think we can let you have it, just as long as you don't use it in any levels until after The Ninth Kingdom is released or something. I'll talk to the other OBW Project member(s).

Im not so much intrested in using it, im just curious.
wouldnt you just have to make a tile set in paint(or other art program),select it,and copy it to the file via res-edit(i know you would need a patch,but5 do you know where i would be able to find a program?)

Yes, that would be how a tileset is made. I find it easier to start from an existing tileset, so you may want to copy one with ResEdit and mess around with it as your first step.
To make the patches, you can use (url="http://"http://codenautics.com/rescompare/")ResCompare(/url). However, I believe that certain backgrounds can be left in the World Data file and still have effect, but more experimentation is necessary.
