It doesn't seem to do anything. Anyone understand its purpose? I thought it might actually connect to some AmbrosiaSW irc thingy, or at least have some NPC people there, but I couldn't even seem to log in or anything...

It is a "real" IRC client, but not a very good one. Chris, the main programmer, threw it in as a novelty. He made no real effort to make it all that robust. You can try connecting to:
Server: irc.uplinkcorp.net Channel: #Uplink
if that doesn't work then it will likely not work on your system.

I have the IRC-HUD upgrade but theres no OK or connect or any buttons whatsoever. However I shouldn't really care... I hate the game beyond belief of myself. Its buttons are sluggsh on my 233mHz G3 and I have been caught because I have been clicking the disconnect button 10 times with no effect! Sucky peice of crap Uplink is!

When I run it on my 266 WallStreet, I've found that, on slower machines, you have to keep the mouse button pressed down for a longer period of time (ie 1-2 seconds) for it to react. That is mildly annoying; however, a 233MHz machine is severely outdated by now. You're skirting the bare minimum IMHO.
The buttons on the IRC client fall outside the 640x480 fullscreen screen (in OSX) and, from what I hear, they don't work at all in OS9. Best bet is to try 800x600 and see if the buttons don't appear.
