Anyone have a strategy for beating this? I can take out the defense drones, but i'm left with only 5% shields and NO magneto and photopulse ammo every time.

I don't believe it is possible to beat.
I just managed to beat it. Here's the strategy I used: Warp to the planet right away. Ignore the Defense Drones and take out all the heavy cruisers/cruisers/fighters until the base runs out of resources. Now take out the drones and blow away any ships that try to lift off. As soon as the convoy arrives, order the escorts to come to the planet and back you up.
Well, it is quite possible, and easy once you get the hang of it. Just let the cruiser escort take all the damage while you take out the drones.
