Is there any way to to create any sort of a guided missle that always follows and hits a character?

Not that I can think of because there is no way for the playing character to determine or track the location of a particular NPC. You can have a weapon hit ALL NPCs within a given range, but the graphics needed to depict a change in bullet direction would be prohibitive.

It depends on who you want to hit with the missile. If you want it to hit the player then create an NPC that has the same animation as the missile you want, and have it set to follow player. Set the player contact event link to cause damage to the player and kill the NPC you used as the missile. then when you want the guided missile to be used you simlpy use the create NPC in the NPC control option. this works best for traps for chests and things but it can work for a normal NPC's use.
If you want the player to use the guided missile to hit an NPC then it get tricky. There's no perfect way to do it. create 2 spells 1 that has an instant hit with no animation, and the other that is the missile. Have the missile do no damage and have the other spell do all of the damage you want it to.It isn't perfect but it will always hit the target NPC. Or you could just make the missile so fast that it will hit the NPC no matter what.

I might be wrong, but I think there was a thread about this some time ago. Here is something I think I have read in it:
"Player contact only works if the player choose to "use" the NPC, target proximitry or something like that should be used instead"
