can an animation stretch to fit a situation automaticly, i want to make a lightening bolt shoot from a PC to an NPC for a spell but the animation would have to stretch or shrink its lenght to fit how far away the target is, is it possoble or do i need to settle for the "ball lightening" look?

This is just an alternative to the "ball lightning" thing, not a solution, but you may find it helpful.
Create several electricity looking animations that dance around and then kill themselves. Give your spell projectile a blank animation that loops empty frames set with "launch sprite" events, and have these empty frames launch your electricity animations. With a little experimentation and timing, this will make the lightning appear to creep across the screen, which may be preferable to balls of lightning.
