Last I heard the tutorial you are speaking of is something that Dee was in the process of writing. I am not sure if he has finished it or not, and if he has where he has "published" it.
It would be my guess though that the tutorial was postponed due to the work on the Coldstone update, as well as Beenox's transition from a shareware company to a retail Xbox company, and the new projects that they are now working on.
