Statistics like strength, agility, etc

Do we get to design our own statistics like strength, endurance, intelligence, etc?
And I want to know if we can customize a # of strength points and make that the highest, or something, for example.....

in Baldur's Gate if you had 18 strength it was considered pretty high, but in Everquest no one had that low of strength, high strength in that game was 130 or so.
I kinda like Everquest's, even though it has bigger and more complicated numbers.

Will it be up to the user to decide what the different statistics do?

It's up to the developer what range of numbers you use for game variables.
