or fish in a pond(koi)
or fog
and other things (If you've played 7th Saga or Street Fighter 2 on up),things of that nature moving around in the "distance".

It is really easy to do. The most difficult part is to draw the art (let say the bird). If you want to make a bird fly around, just create a new animation and add a bird image to it. Then, use the keyframe editor to make a circle motion path (you can then use the scale tool to grow or shrink the motion path). Save it somewhere in your "Pictures" folder. Create a new map or open an existing map. Create a new layer that is above the player. Pick the animation you just created in the picture browser and put it where you want.
Note: advanced users may want to use bezier curves to have a smoother motion path and/or use animation flags to have multiple flying paths and choose one randomly so you can have multiple birds flying around without having to manage a bunch of animation files.

A Bezier curve is a way of representing a curve with points and handles. If you have ever used the pen tools in Photoshop (or especially Illustrator or Freehand) to draw a curve you have used bezier curves. This is done mathematically, and these curves are far smoother than you could ever make with pixels, which is why they scale very niceley in the programs mentioned above.
FWIW, Hash's Animation Master ( (url="http://"http://www.hash.com")http://www.hash.com(/url) ) uses interconnecting bezier curves as the basis for it's modeller's patch paradigm. You can move individual points and adjust handles in three-dee space to define a curve, and connect them to other curves to define space. You can also animate something along a bezier path (like in Coldstone).
