In a word, YES
I have some formal programming experience, but it avails me not. You can very easily create a game with Coldstone and yet have no programming experience. However, I must say that my knowledge of variables and program flow does help some, but it is not necessary.

Not to brag, but I know about nine programming languages. I can at least make a simple program out of all but one, which I have made simple games, and complex programs.
