On the Ambrosia Defcon site on of the screenshots shows the outline of countries in green instead of the normal blue. How do you change this?

And is it possible to keep menus (score, speed, whiteboard) where I put them so I don't have to move them in the next game?
Hit (ESC) to bring up the Main Menu
Goto "Tools" -> "Style Editor"
There are several styles that are installed by default, which you can access by hitting "Load" from the style editor. If you make something that like, you can name the style in the text box in the lower left corner of the style editor, and hit save to save that style. As you make changes, you can see their effect immediately, so it is a fairly intuitive process.
