Plug-In Design:How do I make a government?

Uses:

Governments can be used to create action outside of what the player does. Governments can have enemies and allies. Through the use of governments, you can create many avenues for a player to traverse. A player can become an ally of a government (thus becoming an enemy of the government's opposition). A player can also cause himself some trouble if he passes through a system whose government doesn't approve of his actions (such as cargo he may be carrying). Escape Velocity offers many possibilities for the AI's of governments, giving each one a different reputation.

Construction:

The construction of a gövt resource is pretty simple. In the gövt resource, conditions, or laws, are created for the player, and objects of the gövt will react accordingly. All of the aspects of a gövt are explained in detail in the EV Bible, but there are a few specific points to keep in mind.

- a gövt resource should be created for every type of behavior you wish to have. Not only does the gövt resource describe a collection of planets or systems, but you can also create gövt resources to describe many different types of people. One example of this is the "Merchant." There are no planets of the gövt, but there are many characters in the game of this type of government.

- The many different flags in this resource can be used in combination to give each gövt type its own personality. Read through all of the options and use them to create the behavior of the përss and düdes affiliated with the gövt.

- It is not necessary to reciprocate allies and enemies. For example, it is possible to create a chain of allies. gövt A can be the ally of gövt B, and gövt B can be an ally of gövt C. EV will recognize that all three of these gövts are allied, even though gövt A and gövt C don't identify each other as allies. If gövt D is the enemy of gövt B, then it is also the enemy of gövt A and gövt C.
