What if one that looses lies all the time and says that he wins? Then he will never loose, he will just rematch and rematch. That doesn't seem fair.

3 Pops - Ioni, Ducky and Bombastic
Sounds like you're going to see an awful lot of Bombastic in your tourney.
Why limit the registered Pops? Anyone here can register. If anything, it's extra incentive to buy the game from ambrosia.
Why limit Mini-T? It doesn't seem like a tournament is a reasonable test of skill at a game if it artificially limits characters.
I am happy to play against Mini-T. I think you are wussing out because you haven't figured out how to counter him. I don't tend to play as him myself (Bombastic is my usual).

ah, but if your soooo good, you should be able to play each pop no-problem. this makes it completely fair, stops controversy (SP) over the registered pops, and hones each player down to skill, and not special moves...
