There's a folder which seems to be for custom made levels, but I can't find an upfront way to edit/create them. Is there a app being released sometime or what?

There is an editor but it isn't ready for prime time at all. Ambrosia Software may release this later-- or they may not. I honestly could not tell you one way or the other.
