I am using Hera to create a new scenario. How do I tell it to make a planet build ships? Thanks,

Just enter the classes of ships you want to have the planet able to build. In the future, you probably want to look at the file hera_reference.html in the Documention folder of the Hera folder. It contains all the information needed to use Hera to do things.
