Is there a standard (among developers) API used to access and edit resource fork and Rez files; if so, where can I aquire the source code to said library, and if not, why not?

rez/derez are not related to the Win Nova .rez format.

The resource fork is simple enough, since Apple have provided the APIs for that since Macintosh System 1.0. As for the custom format used by the Windows version of EV Nova , I wrote my own .rez libraries, and as far as I know, everyone else who provides an editor for it did likewise.
As Guy says, EV Nova ยs .rez format is not related to Appleยs old Rez (.r) format, nor to any of the other many programmes that have used similar names.
I know that .rez is a custom Nova format, BUT
It'd be nice for there to have been an easy API for it all the same
