Here's my question: if I put O447 (!b95 & !b97) as my availability test, you have to own outfit ID#447 and bolth b95 and b97 must not have been used, right?
For some reason it didn't work for me, so I'm wondering if it's right.

Theres no implied multiplication, sorry. You have to use explicit commands, and always include proper parenthesis (as you have done).
Only set fields allow spaces without operators.
