You first have to hear a rumor in the Mage Tower that Bernard has retired to Fantrima. Then you should go talk to somebody in that town who might know him and have a way to get you to see him. Be forewarned, he doesn't like to receive visitors. ~RD

Granted, you will need to know the location so that you can program the plug-in to tell you where it is and all, but that is just a minor detail!
