Specialized Hostile Ship Hail Quotes

I know it's possible to change the Hail quote of a ship if they're angry at you, so that rather than saying "What?" they'll say something specific -- the Krypt pod and the Wraith are examples in Nova -- but I can't figure out how to do it. What's the trick?

I'm pretty sure it's government-specific, and can be changed using STR#s.

Strange... I've never noticed that in Nova. I just tried out shooting some Krypt and Wraith, then hailing 'em, but I still get the same generic messages. Does this only occur in certain storylines?
