Problem with a new govt

I created a new plug-in for EV Nova called "Interstellar Red Cross" that gave free assistance. I created several new fleets but here's my problem: The fleets came in as Federation fleets and there are no Red Cross ships any where. Please help me! (using Mission computer)

How did you go about trying to make these new fleets appear?
Its not easy to make a fleet appear consitantly without using it as a reinforcement fleet.

Check that the ship and govt resources are correct. That's all I can say about this, other than that you have the wrong graphics. Do they act like they're supposed to? If so, it's just the graphics. Or perhaps you set it to the dude RID, and not the ship RID. That's all I can think of.

The fleets appeared as just fleets. Like the Pegasus with a viper and cargo drones for escorts.

I opened up other plugs and found that they somtimes imported (in the case of a new outfit) the outfits from the nova data. Do i need to try this?

Do I need a new dude resource?

No, you don't need a new dude resource. Anyhow, basically, what you're saying is that they don't even act like they're supposed to. Do you have them set to your ships? I know, you probably think I'm insulting your intelligence, but even the most massive bugs can sometimes be tracked down to one little typo. Make sure you didn't accidentally type in the wrong RID(s).

The fleets do act like real fleets, it's just that they're affiliation is FED. and not RED +

So they act like RC fleets, but their affiliation is Fed.? Well, either the fleet is set to Fed., OR the inherent govt(s) of the ships are.

I tried orcaloverbri9's idea and set the fleets to appear in Sol but no luck. Can I set the appearence rate of the fleets so that they appear more often. I looked but i did not see. Maybe in the SPOB editor?

To create your Red Cross fleets you need a new govt and new dudes (new resource IDs for both). If you want the fleets to appear more often than the low random chance factor in certain system then you'll also need these systems in your plug. Set up the govt however you wish. Set up the fleets using that new govt. The ships the fleets link to are linked by the dude ID - not the ship. The fleet's govt should be set to your Red Cross govt ID. Fleets are incredably difficult to test if you don't give them a specific place to appear. To test whether or not your fleet is working properly, choose a system and copy it to your plug. Then input the ID of your new fleet into one of the fleet fields and give it a 100% probability rating. Then test out the plug by going to the system and just hanging out a little. If it isn't already in the system it shouldn't be too long before it enters. I have a sneaking suspision that you're confusing the reinforcement fleet that enters the system as yours. Fleets are like dudes. Although they are given a probability for appearing, whether or not they appear is random. If you want your fleet to enter the system as the reinforcement fleet, you'll have to make it so in the system resource file for that system.

Regardless, fleets have a small chance of jumping into systems randomly, which is what the appearance field is all about. If you set the fleet to appear in only Fed systems, it will, but only incredibly rarely. To increase the chance of it appearing, you can enter the negative of the fleet ID into the system and treat it as a düde (not economical in your situation, you seem to want these ships to appear everywhere...), or you can make multiple copies of the fleet resource, increasing the chance that one of the fleet copies will appear.
