Create a new syst resource. Create new spob resources. Create desc resources for the spob resources. Open the spob resource(s). Fill in all required fields for the spob resource, including IDs of descs for planet and bar descriptions, tech levels, available services, things purchased/sold, etc. Open the syst resource. Fill in all required fields, such as flets and dudes met in system, background color, asteroids/murk/interference, IDs and positions of spob resources you want to see in the system, hyperlinks to other systems.
Voila! You're done!

If you are to be a plug developper, you'd better know how to; yes you have to know it, for instance to change the creator/filetype on a mac for the file to be recognised as a plug. On a French keyboard, shift-^, then the wowel. On an English keyboard on a Mac, alt-u, then the wowel. On all PCs, let me check... alt-129 for ü, alt-132 for ä, alt-137 for ë, alt-139 for ď, alt-148 for ö, and if you find hard enough you can find ˙ and the uppercases. At last I recommand that, on these boards, you type & the letter uml;, it will be platform-compatible (otherwise some people might not see your non-standard ASCII chars (that ¨'ed letters are) right); plus, it's actually simpler for you to just do that rather that odd shortcuts.

As you're here, a little technical question you must know the answer of: if a plug developped on a mac contains non-standard ASCII chars in a dësc, when converted and played on a PC, are they converted at one point so that they show up the same as in Macs, or not? And is it the same for ressource names (which are sometimes used, for instance the name of the ressource OpïL ID 129 is the ship name)? Does it change anything if the plug was developped with EVNEW?
I'm asking that because I'm French (what a surprise for you, I never mentioned it before ;)) and though I'm not wanting to make one I would like to know if an EVN French translation would have to have two separate versions or not, because we're very fond of és, às, etc...

In game, EVN uses Mac fonts (at least in the default scenario) such as Geneva. Thus, when plugins are converted between Mac and Windows formats, the character encodings do not need to be changed. EVNEW displays everything in Windows fonts. It can translate most accented characters and several other random characters such as and ¢, but a couple of characters have no Windows equivelants, such as the trademark symbol. If you type accented characters or other symbols into a field in EVNEW, it will be translated into its Mac equivalent if one exists, but if one doesn't exist, it won't display right when playing EVN.
French guy (can't remember the name, started quoting someone else but decided against replying): What do you mean they're spoiled? We have everything covered, too. NovaTools? You can select the resource from a list. EVOne? List. MissionComputer? List. The only thing you have to worry about is the File Creator/Type, and unless you're using NovaTools, that's handled automatically as well. Plus, you can alwasy open it up in EVOne or MC and save it as a plug-in.

Just a small thing that keeps sticking out at me - EVONE is an acronym of Escape Velocity Override Nova Editor, not Escape Velocity One, so it makes a lot more sense to say 'EVONE' than 'EVOne'. The same applies to EVNEW - it is Escape Velocity Nova Editor for Windows, not Escape Velocity New, so it should be EVNEW rather than EVNew.
Not a big problem, but I keep noticing it.

Oh. Whoops. I didn't know it was an acronym like EVNEW (I knew about that), and figured that he chose 'One' because it sounded cool. Boy, don't I feel stupid.
