Does anyone have a plugin that increases the maximum number of mass retools I could have?

Make one. Open your Documentation folder, it will contain the Nova Bible. Open the Nova Templates file in Nova Files with ResEdit. Now, using the Nova Bible as your guide, duplicate another plug-in, erase everything, copy the oütf resource, and change the number in it to something higher.
Boom. A quick plug-in; it should take a few minutes, tops, even if you've never touched EV resources at all.
I am assuming you have a Mac. If not, then it was, I guess, a good idea to ask... ------------------ The programmer's code of etemology: "There's always another bug." (Etemology is defined as the study of insects.) (Or was it just bugs in general?)

No mac... gah. Maybe I should put that in my signature...
Nah, i wouldn't reccomend that. I'll send the plug to your email address. You'll need the Mac <-> PC conversion utility though...it's available in someone's siggy (not sure who...sad, aren't I?) if you don't have it already.

The Mac -> PC converter comes with EVN for Windows. However, for a PC -> Mac converter, you need to use EVONE or a utility written by David Arthur which can be found in the Add-Ons page.
