Wouldn't it be cool if their was a plugin that changed nova history so that the Vellos were no longer enslaved because they hadn't surrendered to the council. South Manchester and Lalande would be a giant warzone. Also some of the uninhabited systems to the north of current Vellos space could be new vellos systems complete with giant, organic spacestations. The string could start out with you delivering some supplies to Lalande or south manchester, then getting extracted by the Vellosians who can sense that you are a potential telepath.
Just an idea. I have already started on it, but others could have better ideas so if you think that you do, either send them to me, or make your own version to up the mix of ideas out there.

I have to say this idea doesn't sound very inventive to me. Sorry, but it's a little silly. Basically you just had the desire not to have the vellos enslaved by the fedaration, right? But if they weren't then they would just dissapear, like in the end of the vellos plug.
If you make it, good for you, but I'm pretty sure no one else will.

I already am working on it. I wanted to have a warzone near earth, like the voinians. It was fun when just a couple of jumps could get you to some people to kill/help depending on your preference.

Isn't that already in the game with the Fed/Auroran conflict? You can go one jump from Sol in three directions and constantly be met by large battles.
