I've been trying to figure out the dësc ID number filing system, but can't quite figure it out. The way I see it, you take ID#13000, add the shďps' ID (for example, 650), and then subtract 128 from it all to get an index # to use as a suffix for 130---.
(13000 + 650) - 128 = Ref ID for shďp's dësc
Am I doing this totally wrong? Is the dësc system based on resource names, or am I still totally off the mark? The Bible doesn't seem to say anything, and I couldn't find anything anywhere else..

In some place, the Bible explain how the IDs are managed. However, there's an utility on the addon page called EVN Calc which give you the needed IDs for each resources.

You can work it out from examining the existing resources as well. So yes, for shipyard descriptions, you use 13000 + ship ResID - 128 and for hiring descriptions you use 14000 + ship ResID - 128. Outfit descriptions are (I think) 3000 + outfit ResID - 128, planet descriptions are planet ResID and bar descriptions are probably 1000 + planet ResID - 128. I think.
