Ok so i made a weapon that uses ammo. i start up the game and i buy the launcher and ammo. i take off select the weapon and it says no ammo. I get into resedit and check the ammo feild of the weapon, the outfits for it, and everything seems to be ok.
Im useing these resource ids Ammo:353/225 Launcher 351/223 Weapon:206/78

The ammo field must be set to the index # (not RID unless your using novatools) of the weap that the ammo is used by. The ammo outf must point to the appropriate weap resource. -Az

Things should look like this: Outf ID 351, Launcher. ModType1: 1 ModVal: 206 Outf ID 353, Ammuntion. ModType1: 3 Modval: 206 Weap ID 206, AmmoType 78 (or possibly 206 in novatools in RID mode - if we're unsure, go to resource->open with template, and check AmmoType)

Its probably because of that other number you changed along the way. That always happens to me for some reason.
