Is there a plug to turn EV into the anime Cowboy Bepop or now? I think it would be a cool idea for a plug, possibly even a TC

To the best of my knowledge, there are no Cowboy Bebop TCs in development currently.

There are no CB TC's that I know of.
HOWEVER
Sephil Saga was originally inspired by Cowboy Bebop, and a few ideas, and a whole lot of attitude remains in it from that inspiration. While researching CB, I decided there just wasn't enough material to do a full TC using just CB stuff. Too bad. But look for Spike, Jet, Faye and the rest to appear as pers's.
Sorry to dash your hopes, but I do hope this provides something to look forward to.

One of the things I'd also like to do is recreate some of the episodes as missions. However, I don't have the series, and Cartoon Network isn't showing it anymore. If anybody wants to outline the plot of some of the less story-intensive bounty-hunting episodes, please do and send it to me for an instant (weak) pers.

I seem to recall they showed one of those a few months ago. I don't think it was for very long, though.
