You'll need Res-edit and Novatools. If you wan't something that's easier to use, there is EVONE and Mission Computer. If you want to do ship graphics you will need a 3-d modelling application, Strata's easy to use and you can get it for free.

You'll also need to read the Nova bible. (I'm assuming your making a plug for Nova) There should be a copy in the Nova docs folder.
