In my TC, I made a rocket that will fire, wait for a fraction of a second, then explode into a different-graphic submunition. However, the submunition simply flys through enemy ships without impacting. Help!

No. I tried that, but it didn't help.
Is the submunition set as a guided weapon?

Nope. The Guidance field is set to -1, which means "unguided projectile." For that matter, though, it may not be just the submunition. Some of the laser-type weapons (also Guidance -1) sometimes fly through their targets too. I don't know if that is related.
Try giving it a proximity radius, even just a small one.

how fast is the shot? how large is the shot graphic? i've had problems with stuff like this if the shot is too fast or too small (i made a particle accelerator which fired a single pixel- i.e. 1 non-black pixel in the mask- at a speed of 2500; it never hit. i upped the size to 2x2 and dropped the speed to 1000 and now it hits). if the submunition is really small or is really fast, try replacing with a larger graphic or slowing it down. it's not ideal, but sometimes the speed of light can only be 10 pixels per frame
