Planets not shooting when they should

Another question I've been wrestling with and finally remembered. I know I could have put these in one topic, but they are very different, so I thought two would be best.

Here's the context on this one: I have a system with 3 types of spobs. 1st type is a normal landable spob, controlled by some normal government. 2nd type is an uninhabited wormhole. 3rd are stellars controlled by a heavily xenophobic government that hates everyone. The system, currently, is independant.

The problem is that the type-3 spobs don't shoot at anybody. If I make the system controlled by the normal government, they still don't shoot. If I make the system controlled by the hostile government, I can't land on the non-hostile type-1s, but the type-3's shoot. The type-1's are listed as hostile. Honestly, I can't remember the behavior of the wormholes.

Any ideas as to what is going on here? If it's not obvious, the behavior I want is to be able to use the wormholes, land on the type-1s and have them show up with the correct hostility ratings on the IFF, and have the type-3's blast anyone and everyone that comes near. I'm stumped. Any help?

For some reason, i think that only stations can fire weapons.

Not the case, SpacePirate. I have seen these planets shoot- but to do so screws up everything else.

Hrm. Well, are you sure your rating with the xenophobic government is low? They will not shoot if they still like you, I know that sounds odd. Also, see if you have the "only shoot if provoked" flag set, as this may do it.

Other than that, I am at a loss.

No go. You start with a rating of -32000 with that xeno gov, and they are set to shoot when provoked. Plus, that government is set to be the enemy of every other government. It's wierd, ain't it?

I believe the shot when provoked thing will cause them only to attack when you attack them first. I may be wrong here, though.

Well, in the stock Nova scenario, planets will shoot at you just for being in their firing range, seems like to me.
I was wrong, though, the 'shoot when provoked' flag is NOT set. I had it's function reversed in my head for some reason, but I had it correct in the code.
Here's what the bible says on the subject:

0x0200 If the stellar has a weapon, it will only fire when
provoked (i.e. only when the player is trying to
dominate it)

So I definately DON'T want that set.

It has something to do with the behavior of planets in systems with governments other than their own, as evidenced by the different behavior I see when I change the system gov. However, it just seems like this should be a doable thing. Anybody tried this, or something similar, besides me?
