Here's a list of all of the resource ID numbers that aren't used by the EV:Nova 1.0.5 scenario. There are many examples in the add-ons pages of plugs that step on the Nova scenario resources (unintentionally, I hope) which cause problems ranging from minor to major. If you stick with the free resource ID numbers shown below you'll only have to worry about compatibility with other developers plugs.

That's because the ATMOSians didn't always use all consecutive numbers in the Nova scenario. So we wind up with little gaps here and there where an unused RID or three (or ten or twenty) exist . Plus over the last year of updates some RIDs that were used in v1.0.0 got deleted from the scenario, also creating little gaps.
There are a lot of other numbered resources that one must be careful not to trespass upon, including dëscs, spďns, PICTs, cölr, and ďntf. I'll extract the free RIDs for those too, if anyone's interested. I didn't include them with the main list above because there are a LOT of gaps in the dëscs, spďns, and PICTs which would have cluttered things up considerably. I'm going to edit the opening topic to add cölr and ďntf since there are so few of those anyway.

There is one on the add-ons page under either utilities or guides (I forget), but it's very old (from v1.0.2 I believe). I've been working on a full blown NCB index since v1.0.3 came out that not only shows unused NCBs but also what resources set, test, and clear each NCB used by the Nova scenario. I've been waiting for v1.0.5 so that I won't be shooting at a moving target. It'll still be several weeks before I'm ready to publish though.
I could help you.
