Try adding descs and PICTs. Then try removing the text in your outf's "OnBuy"/"OnSell" fields. If it still doesn't work, try cranking the BuyRandom up to 100.

I can buy it. It' s just when I press command for secondary weapon (I can select it in the secondary weapon view) nothing happens.
You have the beam length and width set to zero. These need to be higher.
