that, is a question for andrew himself, as he is one of the people who update the site itself. Im sure its a question of relevancy - he cant keep track of everything. Try contacting him on IRC, or e-mail.
I'd suggest a move to Just Chat, or Just tech. Im sure that other people might have some qualms if their boards needed some updating.

It's pretty poor, I must admit. I haven't looked at it in ages, but then again it is not my responsibility at the moment.
Look at the maintainers of the archive. Kwanzar? I've seen about 2 posts from him in the past year. ColdFusion? I've seen him once on IRC, and that's it. Martin Turner? I have no idea.
I will talk to the admins about replacing some of these inactive maintainers with people who will actually do something about it, as it definitely needs working out.
