Is there any market for a total conversion that doesn't supply new graphics? I know it sounds strange, but for people without broadband connections it'd download way faster. And I can't do graphics, if I ever decided to make a plug-in. Just curious.

I've heard of such things. If you used the graphics creatively, I doubt anyone would have that much of a problem with it.

I'd say it's worth a shot - you or a third-party could always produce a 'graphics pack' later that simply replaces the requisite files, if you wanted.
However, don't make SOME new graphics while using some old ones - the Babylon 5 TC for EVO did that, and looked astonishingly unprofessional as a result.

You can make a TC without graphics. I did that for SAF and then added graphics later.
It always a good idea to get graphics for it though. Even if you arn't very good, maybe you could ask someone who's better to do some when you are all done.

Far as I'm concerned, you could even use all the same systems! In that kind of "Mostly Conversion" ( :p) I'd worry about making an extremely good storyline and mission set. Even including a different balance (and names, and whatever) for ships, weapons, and other outfits would give your MC a much different feel than whichever version of EV you're planning to use the graphics from.

If you did that you might as well leave the original storylines intact and just add missions.

I'm of the opinion that too many people focus on graphics and maps before storylines, and that graphics should be (one of) the last things you work on.
mฤsns are really the driving impetus of a game, and their lack cannot be made up for by pretty pics.
Personally, I'm just getting into plugins now... my plan:
Write a plugin for the existing game, creating supplementary plotlines.
Possibly experiment with a plugin adding gรถvts and such (to experiment with their behavior).
Make a TC that changes everything but graphics. This idea is primarily 'Earth humans + a few aliens,' so fits well within the existing graphic set.
Make a different TC that changes everything. This idea requires a different graphic set, for the most part.
Anyhow, that's my philosophy. For what it's worth.

A well written story line(s) is definetly more important than new, pretty graphics (which usually aren't that pretty). A game with no substance is nothing more than "paint by number."

I see no problem with a no-new-graphics TC. I would recomend a "graphics pack" later on though, even if you have somebody else do it for you.

I agree with mrxak here on this one... a graphics pack would be a great idea, especially after your TC has been released, so that potential graphics designers could get a feel for how the ships might look.

Neon Soldier: If you leave the original storylines intact you are limited to the universe they set up...along with all its flaws. I for one think that Nova was really fun but had fairly mediocre missions and a storyline waaaaayyy too dependent on destiny and reading. There's no problem with long story's, but when the finale battle involves cloaking/running away/shooting anything that comes near while your escorts take out the hard stuff...what's the point?
I was always planning to do a "mostly conversion" because I don't have the skills required to make funky ships. I figure just do as much as you can do (or rather as much as you can do well!). Don't worry if it doesn't fit into the "standard" categories for plugins. If it's good, people will love it.
