Does anyone know of a free program that can encode MP2 files (for use as main menu music for Nova). And let me respond now to what I imagine will be the first two replys to this thread by saying that Quicktime pro is not free, and MP2 music is supposed to stutter less than MP3 music on slower machines.

Get Quicktime Pro.
Use MP3.

There, I compressed them into one reply :p.

As for your question, have you tried a google search? I found a bunch of possabilities pretty quickly. I don't know what system or anything you're using, so I'll let you look at them yourself, rather than list off names of programs you might not be able to use.
