How many people are going to post plug-ins that add a big battle to the rebel missions? When you contact a rebel ship they clearly state they don't want to fight the Feds they just dissagreed whith the beareus ways.

Yet the Rebels still regularly engage the Feds. Why? The Feds consider the Rebels to be an enemy, and so they attack them. The Rebels aren't going to get bullied around by the Feds, so they fight back. The Rebels hate the Bureau, and the Federation military is controlled by the Bureau; it's only logical that they fight.
An analogy is the US-Afganistan thing. Our enemy are the terrorists, who reside in and influence Afganistan. We really can't target Al-Qaeda without attacking the Taliban etc., so that's what we do.

Somehow I don't think the rebels would be capable of creating major offensive strike as much as what the Feds could deliver. After all, from the posts I hear, they have shortage of ships and cannot afford to make more than one. However, from the Nova post I think that they do launch an offensive but that's when you play the Aurora mission strings because the other enemies of the Federation joins in the simultaneous strikes as well.
Besides, I probably think the rebels are well suited for guerilla tactics because they are a small force. And being small, it has its advantages. Think of it as a kid dodging a big monster by running through under his legs.
