Is there way to get EVN to either: (1) Regognise dominated worlds as a governement (2) change the goverment of a planet/system without spob swaping (the old way)

No, the only way to create a government is through the gövt resource.

No, the only way to significantly alter a planet's data (beyond, of course, whether or not it has been destroyed and things on that level) is to swap it with another version.
