Përs problems, darn-it!

Usually I am only wrong when I have missed something really obvious, but I am obviously stumped. Sorry If this has been asked before, but I am in a real hurry. See first my data, then read the question.
DATA

Ships...
I created a new ship, by duplicating the storebought RAGE gunboat, and changing the stats, weapons etc. I gave it a proper spin. I even bought it to make sure it functioned properly.

Përs...
I made a përs to go with my ship. I set the ship, government,
I set it to any system, gave it a quote and a hail message. I didn't tie it to any missions
I didn't give it any weapons, because the ones on the ship were fine. I changed, the color, set agress and coward, and set it free...

S˙st...
I opened up the Schaell resource.
I punched the ships ID into the përs list. I gave it a 100% chance of appearing.

PROBLEM: WHY ISN'T THE DARN SHIP APPEARING!!!

You need to start a new pilot or make your përs replace another one already in the game that has not been destroyed.
