I heard a rumor from the guy in thr mage tower that there was a guy by a water mill in fantrima. I spent half an hour blinking to him just to have him say go away. Is there any purpose to him?

Yes, there is a purpose to him, above and beyond the obvious of being grumpy and rude.
If he won't speak with you, perhaps you need to find a way to convince him that he should. Ie, you probably aren't far enough yet.
