It's not a bug, it's a feature.
This is nothing you've done wrong. It's just the way the game works.
Any ship that is dependent on a mission bit won't show up in the escort window. You can't ever hire mission bit ships.
There are some convoluted ways around this of course, but it might be better to just accept that the new ships are unhirable.
