Are there any mission creators out there other than EV EDIT cuz you just can't do it with Res-Edit?

There are some small editors that help with various parts of a plug, like Schmelta-V EV(O) Developer's Map and ShipWrite. However, there are no full editors other than EV-Edit.
However, it shouldnt be too hard to use resedit. Get the EV Bible (Annotated Edition) and it is reasonably easy.

It is quite possible to create missions with just ResEdit - that's how many plugins were created, not to mention the Escape Velocity scenario. However, if your plugin is for EV Override, the editor I'm going to be releasing relatively soon (see below) might be what you're looking for.

Schmelta-V (a pun on the name of the old delta_v mailing list for plugin development) is indeed the closest thing to a good released mission editor I've seen, but it does have some problematic bugs, and is for the original Escape Velocity only.
