There's a boy in Fantrima who knows where it is. The druid even suggests you go see him. He's near the girl who sells food and potions. Take the path south of Fantrima past the gate, and past the bridge. Once over the river, immediately head west along the south bank. There will be several blue-robed thieves; kill them all. Once you have done that, talk to the red-robed thief. You can choose to buy the book for 50 gold, or you can fight him to the death for it.
The map is 2 screens south and 1 screen west of Fantrima.
