Can a texture be partially transparent, while another part of it is solid? If so, I think I've figured out how to make engine glows in StrataVision without using PhotoShop to put them in.

Yes, you can make a texture map for the transparency. Black means totally transparent, white means opaque (or as opaque as the overriding 'clear' setting allows it to be) and greys are in between.
However, you would be better off using Strata3d (not 'Base' which is a bit too cut down for my taste) - I believe it's still possible to locate a copy - which has a much more advanced texturing engine, including stenciling, caustics and the ability to superimpose two textures onto each other.
