Ok, I think the BH's are a pers. But how did they rig it to show up only after you dominate a system? And, is it possible to make a fleet do the same thing?

Bounty hunters are activated by code that you can't change. The pers has an ID number or 638. I don't believe you could change it to a flet, but you could try making a flet with a ID number of 638.

I don't think that would work. I think it has to be përs resource, so all you can do is change the type of ship and its armaments.
