I was wondering. You have govt A, B and C. Govt A is ally of B. Govt C is ally of B Govt C is enemy of A
If your legal status is raise by govt A is drops by C, but what happens to your legal status with govt B??
Have you tried it? Make a small plug with three gövt and set them up just as you said: Govt A is ally of B. Govt C is ally of B Govt C is enemy of A

I've tried it.
Govt B, who is ally of both A and C, takes over the legal status that is the lowest of the two other governments. If you shoot A first and reduce your legal status by 10 it is raised by 10 at govt C, but also reduce at govt B. Then if you kill alot of govt C, your legal status with A will be raised but at B it takes over the legal status you have with govt C.

A-allied to B B-allied to C C-allied to D, enemy of A D-allied to A, enemy of B
I wonder what would happen if you attacked one of the gevernments. I think EV might just crash.
