I'm currently making a plug-in for Escape Velocity that set the time 200 years iinto the future (2248-2448). I was wondering can you change the time. I am using Res-Edit 2.3 . Many thanks in advanced.

I know it is easy in Override, but (I think) it is impossible in EV. Most people really don't care too much about the year (at least I never did).

You're correct - it is impossible to set the date in EV. As for workarounds - supply a doctored pilot file, there is an editor somewhere (I think it's in beta at the moment). Just tell people to duplicate and use that file rather than start a new one.

In Escape Velocity, new pilots always start exactly 250 years from the date that they are created. In EV Override, you can change the 250 year figure by editing the yëäŽ resource. In the upcoming EV Nova, you can apparently set the exact starting year as well as the suffix (ie AD, BC, or Nova's NC).
