Question about EVO 1.0.2

When looking at a new EVO 1.0.2 plug-in, I noticed in the templates resources new things that I had not seen before. I heard about what new features there were in EVO 1.0.2, however, I had never gotten those new features. So, when I looked at these new features in the templates, I was quite glad. However, some of them I don't understand or just don't know how to make work. Here they are:

Ship Stuff:

1-ShotXOffset - I slightly understand this one but don't know how to make it work. I know it has something to do with the Voinian Heavy Fighter and UE Fighter and where their weapons shoot from.

2-Fuel Regeneration - I understand this one; kinda like a built in ramscoop, however I don't understand how to make it work correctly. Just like a ramscoop?

3-SkillVar (variant I think) - I completely do not understand this one and desperately want to know what it means. Something to do with the AI maybe?

Weapon Stuff:

1-SmokeSet - How exactly does this work and how many smoke sets are there?

2-Decay - What on Earth does this do?

Dude Stuff:

1-Mission Bit - How exactly does this work? As soon as this mission is completed the dudes will start appearing, but only after the mission?

System Stuff:

1-AlwaysPers - Does that stand for persons? What does it do? How do I work it?

I would really appreciate any advice anyone has. Thanks for your help in advance.

Here's another question: In the EVO Bible, it talks about certain things that outfits can do, like an armor upgrade could decrease your turning a bit. It talks about these and which things to type in to get them, but it doesn't say anything about which numbers do what. It only says what numbers there are, but not what they actually do. What exactly does each mod value do?

Yeah, It doesn't show anything at all! It says this:

They work the same way as the first ModType and ModVal fields. Same numbers do the same things.
