I have a couple questions about Demanding Tribute:
1. What combat rating do you have to be so that they actually send a fleet out after you when you demand tribute?
2. Is there anyway of lowering this combat rating requirement?
3. What raises combat rating? (I heard someone said it was basicly the amount of crew members your kill)
