ResEdit * all of Pontus Ilbrings programs are good sutff like EV/O Forumula Calc Developer's Map ^ Schmelta-V ^ Rodger and Ralph's Programs ^ are good too. there are a couple more that you can use like Flag Maker
then you'll need a graphics program if you want your own graphics

Resourcer and EEEV exist too. But noone uses those. I think Obormot uses Resourcer. Not sure.
